Neighbourhood Planning Activity in East Herts

There are a number of Neighbourhood Plans progressing within East Herts. The different Neighbourhood Plans are at varying stages of the process.

Current news

  • East Herts Council has received an application from Hertford Town Council for the designation of a new Neighbourhood Area in Hertford. We are consulting on the Castle Plus Area Designation until 23 May 2024. More information about the designation and how to comment is available here. 
  • The Walkern Neighbourhood Plan First Revision Examination has now concluded. The Examiner's final report available here
  • Watton-at-Stone Neighbourhood Plan was adopted by the Council on 13 December 2023.
  • Ware Neighbourhood Plan was adopted by the Council on 13 December 2023.

Neighbourhood Plan updates

Communities with Made neighbourhood plans can review or ‘modify’ their plans at any time, although it is not compulsory to do so. The nature of any proposed changes or modifications will affect the process that the neighbourhood plan will need to go through when being reviewed. National guidance sets out three types of update or modification which can be made: 

  • Minor (non-material) modifications to a neighbourhood plan are those which would not materially affect the policies in the plan. These may include correcting errors, such as a reference to a supporting document, and would not require examination or a referendum. 
  • Material modifications which do not change the nature of the plan would require examination but not a referendum. This might, for example, entail the addition of a design code that builds on a pre-existing design policy, or the addition of a site or sites which, subject to the decision of the independent examiner, are not so significant or substantial as to change the nature of the plan.
  • Material modifications which do change the nature of the plan or order would require examination and a referendum. This might, for example, involve allocating significant new sites for development

The Silverleys and Meads Neighbourhood Plan and the All Saints, Central, South and Parts of Thorley Neighbourhood Plan have both been updated recently. The revisions have now been adopted and the 'Made' plans can be viewed in the table above. Other Neighbourhood Plans that are being updated as part of a review will be listed below.
