Apprentices and Youth Training Programmes

If you're an apprentice or a Youth Training Programme Trainee and you meet our eligibility criteria you may be entitled to a Council Tax disregard.

Apprentices

To qualify for an apprentice disregard you must be:

  • employed for the purpose of learning a trade, business, profession, office employment or vocation
  • for that purpose undertaking a programme of training leading to a qualification accredited by the Qualifications and Curriculum Authority and
  • employed at a salary, in receipt of an allowance or both (if the total is substantially less than the salary he/she would be likely to receive if he/she had achieved the qualification in question) and
  • receiving no more than £195 per week.

Youth Training Programme Trainee

You will not be counted if you are under 25 and are receiving training which is funded by The Learning and Skills Council for England, in line with an individual training plan under the Youth Training Scheme, such as "programme led apprenticeships" or E2E (entry to employment).

The Council will periodically carry out a review of discounts and may send you a form to confirm whether it still applies.

If you do not return the form your discount may be cancelled. Failing to supply information or supplying false information could result in a penalty of £70 being applied to your account for each year of the failure to notify.
