Suitability Policy

In 2016 East Herts Council introduced a Taxi Licensing Convictions Policy which provided guidance to people seeking to enter the trade, existing licence holders and all other stakeholders on the standards that are expected of those in the licensed taxi trade.

The core responsibility of the taxi licensing regime is the protection of the public and East Herts has a statutory responsibility to ensure that those people that they licence are fit and proper.

The original policy is now due for review and we are seeking opinions on the revised draft policy not only from the licensed taxi trade but also from any other person with an interest or stake in the trade.

The policy has been updated in a number of ways but the larger changes include:

  • The change from a "Convictions Policy" to a "Suitability Policy" as much more is considered than simply an offending history or new conviction. Character, general conduct and non-conviction information are all matters that relate to whether a person is fit and proper to be licensed.
  • The inclusion of matters that will be considered when determining the suitability of an applicant for a vehicle licence.
  • A change in format to the use of tables to make it clear the effect different convictions will have on the likelihood of being or remaining licensed.
  • Expansion of the section relating to non-conviction information
  • Revision of the time periods that applicants must remain conviction free.

The 8 week public and trade consultation is open from the 1st June 2019 to 27th July 2019 (midnight). Comments must be made in writing and submitted;
