Street Naming & Numbering
Any developer or person proposing to carry out any of the following:
- The construction of a new road and residential or commercial development
- The construction of a building or buildings residential or commercial fronting an existing road
- The construction of a building or buildings within the curtilage of an existing property
- The conversion of a dwelling or building into two or more units
- Change of property name or number or adding an Alias name both residential or commercial
- Renumbering of a new development at the request of the developer
- Renaming of an existing street or naming of an existing un-named road

*For large scale developments where there are multiple developers involved, charges will apply per developer and must be submitted at the same time. If road names are to be shared between developers we will allocated the fee equally to each developer unless otherwise advised.
**Please note we require a minimum of three suggested street names with some connection with the local area and they must conform with our policy.
East Herts Council has adoptedwhich will be used to determine any street naming and number proposal.
When plans and name proposals are received from the Developer/Owner:
If it involves a new road name, then consultation takes place firstly with the Town/Parish councils regarding suitable names, including those put forward by the Developer/Owner.
When a reply is received from the Town/Parish Council, then consultation with the Royal Mail is the next process, and once agreed a postcode is supplied.
- In the case of disagreement e.g. if the Town/Parish Council disagree, then the Developer/Owner is re-consulted.
- If the Developer/Owner disagrees then the Royal Mail and Land and Property Gazetteer Custodian are consulted.
- The Land and Property Gazetteer Custodian makes the final decision.
When plans and name/numbering proposals are received from the Developer/Owner:-
The Address Management Centre of the Royal Mail is contacted for their observations on the address, and if agreed a postcode is supplied to the Council.
The final stage for both new properties and existing properties, is for the Land and Property Gazetteer Custodian to send to the Developer/Owner a letter confirming the registered address with a plan, and a Certificate of Renaming/Renumbering, if appropriate. Details are then also sent to the Public Utilities, Emergency Services, HM Land Registry, Valuation Office, various departments of Herts County Council and East Herts Council in order that everyone has the correct registered address for the property/properties.
NB: The process can usually be completed within 3 - 4 weeks if no new road name is required, or approximately 8 - 10 weeks if it requires consultation with a Town/Parish Council for a new road name.
However, please note that we are currently receiving a high volume of Street Naming/Numbering applications, and have a backlog of approximately 3-4 weeks, so it is likely that new applications will take considerably longer than normal to finalise.
