Dogs on Leads
There are three areas in East Herts where dogs must be kept on leads at all times, these are the allotments at Bentley Road, Norwood Close and West Street, Hertford.
Dogs on lead by direction
You must put your dog on a lead when requested to do so by an authorised officer.
Dog Exclusion Areas
Dogs are excluded from children's play areas, fenced games areas (ie tennis courts), bowling greens and marked playing pitches when a game is in progress (ie football pitches).
Maximum number of dogs to be walked at a given time
An individual is not permitted to walk more than four (4) dogs onto any East Herts Council owned land at any one time.

If anyone fails to meet the requirements of the PSPO or to comply with a request from authorised council officer, they could be issued with a Fixed Penalty Notice of up to £100 or a fine of up to £1,000 on prosecution.
You must clear up after your dog on any land in the District
Failure to clear up after a dog is an offence and you will be fined or prosecuted. The order applies to any land within the area administered by the council which is open to the air and to which the public are entitled or permitted to have access either with or without payment (including woods and agricultural land).
Means to pick up
You must produce a means to pick up your dog's waste when asked to do so by an authorised officer.
