Using a Blue Badge in East Hertfordshire

To ensure that you can rely on the concessions provided by the blue badge, follow these steps:

Display the Badge Correctly: 

Place the blue badge on the dashboard of the vehicle.

Visibility Requirements: 

  • Make sure the expiry date is clearly visible.
  • Ensure the serial number is easy to see.
  • The issuing Council’s information should be clearly displayed.

Using the Clock: 

If you are using the time clock, set it to the time of arrival.


By adhering to these guidelines, you can ensure that your blue badge is valid, and you can benefit from the concessions it offers.

Provided the badge is clearly displayed, as detailed above, blue badge holders are permitted to park in the following situations:

On Single or Double Yellow Lines: 
For up to three hours. You must set and display your parking clock to the time of arrival.

In Limited Waiting Bays: 
For as long as necessary without a time limited.

In the Council’s Pay & Display Car Parks: 

  • Without payment, for as long necessary.
  • In the town centre disabled bays: 
  • On street disabled bays in town centre areas for long as necessary, unless there is a maximum time permitted on the disabled bay sign plate.

Blue Badge holders are not permitted to park:

In locations where:

  • loading ban is active indicated by signed plate
  • loading ban is active indicated by yellow marks on the kerbside
  • In bus stops
  • In Goods vehicle Loading bays 
  • Across dropped kerbs
  • Across pedestrian crossing points
  • Across residential driveways
  • In a suspended bay (i.e. temporarily out of use.)
  • In taxi ranks
  • On clearways
  • Any areas marked with zig-zag lines
  • In any area or bays reserved or marked for specific user i.e. doctor bay.

A penalty charge notice may be issued if vehicles are where they are not permitted in one of the above locations, or if the badge is not displayed correctly.

Please remember:

  • Carefully read the instructions issued to you when you were given your badge.
  • Check signs before leaving your vehicle. 
  • Never assume that you can park anywhere and always be aware of safety for other road users.
  • Your badge does not give you the right to cause danger or an obstruction to other road users.
  • The badge may not be used if the named badge holder does not leave the vehicle.
  • The badge cannot be used by a person carrying out an errand on behalf of the badge holder.
  • It is the badge holder's responsibility to renew the badge when necessary; your badge will not provide you parking if it is expired.
  • Civil enforcement officers have the right to inspect blue badges.
  • Ensure that you check the policy relating to the blue badge in other boroughs as they can vary widely from council to council.
