Community Governance Review

The Local Government and Public Involvement in Health Act 2007 gives us powers over all electoral arrangements. We have the power to carry out community governance reviews and put in place or make changes to local community (parish) governance arrangements.

A review can consider a number of issues, including:

  • Creating a new parish
  • Altering the boundary of an existing parish
  • Grouping a number of parishes together in a grouped parish council

A review can be started in one of three ways:

  1. By a petition from local electors
  2. By the council agreeing to a request for a review
  3. Or by the council resolving to conduct a review

Completed Reviews

East Herts Council has recently completed three Community Governance Reviews and made Reorganisation of Community Governance Orders giving effect to changes to parish/ward boundaries and/or electoral arrangements for parish and town councils as below.  Please click on the links below to view the full decisions, the reasons for those decisions, the Reorganisation Orders and (where relevant) maps showing the boundary changes:- 

  • CGR Bishops Stortford Decisions and Reorganisation Order [4MB] : The Community Governance Review of Bishop's Stortford Town Council resulted in changes to the parish boundary between Bishops Stortford and Thorley and the boundaries between wards within Bishop's Stortford Town Council with effect from 1 April 2019; and to the electoral arrangements for Bishop's Stortford Town Council and Thorley Parish Council with effect from the parish and town council elections on 2 May 2019. 

  • CGR Buntingford Decisions and Reorganisation Order [1MB] : The Community Governance Review of Buntingford Town Council resulted in changes to the parish boundary between Buntingford and Cottered with effect from 1 April 2019

  • CGR Eastwick and Gilston Decisions and Reorganisation Order [1MB] : The Community Governance Review of Eastwick and Gilston Parish Council resulted in an increase in the number of parish councillors to be elected to represent Gilston Parish from three to four with effect from the parish council elections on 2 May 2019.

Hard copies of the decision documents, Reorganisation Orders and maps showing the details of the boundary changes are also available for public inspection during office hours at the East Herts Council offices at Wallfields in Hertford and Charringtons in Bishop's Stortford
