Chairman Jonathan Kaye welcomed Lesley Titcomb CBE to Full Council

He said: "Today we’re delighted to be joined by Lesley Titcomb who received a CBE in the Queen’s Birthday Honours earlier this year.

The award was made for services to pensions regulation.

Mark Boyle, chairman of the board of The Pensions Regulator, which regulates work-based pension schemes in the UK, described Lesley as ”a real catalyst for change, working with energy and drive to get results and make a difference to the way we work.” He said the changes she’d implemented had made them a more effective regulator.

During her time as chief executive, the organisation focused on being more visible and proactively engaged to ensure members of pension schemes got the pensions they had been promised. The Pensions Regulator:

  • Helped more than 9.6m more people start saving for their retirement with more than 1 million employers complying with their Automatic Enrolment duties
  • Secured £363m for members of the BHS pension schemes and £329m for Coats members, taking the amount secured through initiating anti-avoidance action to over £1bn
  • Negotiated enhanced pensions for the members of the British Steel Pension Schemes by securing over £500m from Tata Steel UK to set up a new scheme
  • Increased proactive case work by 90%, using powers more often and testing powers not previously used.

In January this year Lesley was appointed to StepChange’s board of trustees, bringing with her a wealth of experience in the field of financial regulation. StepChange is a charity that offers free debt advice and money management. In 2017, around 620,000 people contacted it for help. The charity also campaigns to change policies and practices that trap people in problem debt. Lesley also sits on its audit and risk committee.
