Grange Paddocks and Hartham Leisure Centres

East Herts Council is investing £29m to improve its leisure centres in Hertford and Bishop's Stortford.

About the redevelopment

The plans involve two major investments in the leisure centres in Bishop's Stortford and Hertford:

  • New build of Grange Paddocks
  • Extension and redevelopment of Hartham Leisure Centre

In July 2017, Full Council approved capital funding of circa £29 million for the redevelopment at Grange Paddocks and Hartham.

These projects aim to support the Council's vision for leisure across East Herts by providing attractive facilities available to the whole community and contributing fully to the health and wellbeing objectives of the Council.

Grange Paddocks Leisure Centre

The new build at Grange Paddocks aims to facilitate the Council's vision for leisure across East Herts through the build of a new centre on the same site, to the South of the existing leisure centre. The existing centre will be demolished on completion of the new build. The proposed new build scheme also includes external works such as the relocation of existing pitches, creation of a new 3G pitch, new hard and soft landscaping and external seating areas.

This exciting new build aims to provide the following facilities:

Dry side

  • Reception/foyer area
  • Servery
  • Café
  • Café seating area
  • Junior multipurpose room (offering childcare sessions)
  • 2 studios/ multi-purpose space
  • Fitness suite for approximately 140 stations
  • Self-contained football changing facilities
  • Health hub
  • Dry changing facilities

Wet side

  • 25m 8 lane competition main pool
  • Teaching pool with moveable floor
  • Confidence pool
  • Village change/wet change facilities
  • Spectator seating for 200+ seats

The plans are being developed and it is expected that planning applications will be submitted in autumn 2019.

Prior to submitting the planning applications, we engaged with the public and local communities. Drop-in sessions were held at:

Launchpad, Charringtons House, Bishop's Stortford

  • 3pm-8pm on 11 June
  • 3pm- 7pm on 14 June
  • 10am-4pm on 15 June

You had the chance to leave your feedback between 12th June to 25th June 2019.

The feedback received is being reviewed and will help inform the more detailed proposals that will be developed and submitted at the planning stage. Please be assured that your information has been treated confidentially.

Hartham Leisure Centre

In parallel to the new build development at Grange Paddocks, there is also the extension and refurbishment of Hartham Leisure Centre. This aims to enhance the existing facilities at Hartham, as well as provide additional leisure activities to the local community. The new extension is proposed on the footprint of the existing reception area in order to minimise the visual and ecological impact of the new building.

Key elements of the plans for the site will include:

Dry side

  • Reception/foyer
  • Café
  • Café seating area
  • Soft play area
  • 3 Multi-purpose spaces/ studio space
  • Dry changing
  • Fitness suite for approximately 130 stations
  • Health hub

Wet side

  • Refurbishment of pool and surrounds
  • Refurbishment of changing village
  • A fixed bulkhead to split the pool into a main 25m pool and a teaching pool

The plans are currently at outline stage but are aiming to submit a planning application in early autumn 2019.

About the Contractor

The Council has procured a Contractor to deliver the design and build of the leisure centres, and this has been awarded to Willmott Dixon Construction through the Procurement Hub Major Projects Framework. Wilmott Dixon have procured a project team to support them in the delivery project, which includes:

  • Architect -  Saunders Boston Limited
  • Planning  - Consultant - Stride Treglown
