Consultation on Statement of Gambling Principles 2019-2022 Consultation

The Gambling Act 2005 requires licensing authorities to publish a written policy, setting out how they intend to exercise the licensing and enforcement powers conveyed to them, the principles that they will follow, and their expectations of licensees. The policy must be periodically reviewed, so as to ensure that it reflects the current legislation, and is relevant to the issues arising in the authority's area. East Herts are seeking the views of local businesses and East Herts residents

The objectives of the Gambling Act 2005 are:

  • Preventing gambling from being a source of crime or disorder, being associated with crime or disorder or being used to support crime

  • Ensuring that gambling is conducted in a fair and open way

  • Protecting children and other vulnerable persons from being harmed or exploited by gambling.

East Herts current Statement of Principles was last determined in January 2016 for a period of 3 years and so must be re-determined at Full Council by 31 January 2019.

A draft revised Statement of Principles under the Gambling Act 2005 - Policy for 2019-2022 [325KB] has been produced to take into account recent minor legislative and guidance changes and case law. The revision reflects the experiences of this and other licensing authorities and addresses issues which have emerged in this period. We believe that the current policy is working well so the majority of the changes are minor structural changes where additional or revised wording has been added.

An 8 week consultation is open between 7th September 2018 and 2nd November 2018. Comments can be registered online using our Consultation on Statement of Gambling Principles Form or you can make comments in writing to:
