Environmental Health Fees & Charges

Each year the Environmental Health team reviews its fees and charges to ensure they are in line with the Council's Fees and Charges Strategy.

The table below details the main fees and charges for services offered by the Environmental Health service up to the 31st March 2018.  Full details of all the fees and charges for the Environmental Health service and other departments can be found in the Environmental Health fees document.

Street Trading Consent (Static)

This fee is for those traders who plan to trade from a single location, such as a burger van trading from a lay-by.

Street Trading Consent (mobile)

This fee is for those traders who plan to trade from multiple locations for a limited duration each time, such as an ice cream vendor.

Street Trading Occasional

This fee is for those traders who plan to trade for up to one month at any one time and location.

Street Trading Occasional (registered charity)

This fee is for registered Charities who plan to trade for up to one month at any one time.

Skin Piercing Registration (acupuncture Tattooing, Ear Piercing and Electrolysis)

Skin Piercing (registration of a business)

This fee is to licence a single skin piercing business only

Skin Piercing (registration of an operator)

£127.10

This fee is to licence a single skin piercing operative.  All people undertaking skin piercing activities need to be registered.

Skin piercing (registration of a peripatetic trader)

This fee is to licence a single peripatetic skin piercing business and includes one operative.

Skin piercing (business change)

This fee is to update a licensed business' details.

Animal Establishments Licences 

Dog Breeding *

Dog breeding establishment licences last for 12-months from when they are granted.

Pet Shops *

Pet shop licences expire on the 31st December.

Home Boarding *

Home boarding establishment licences last for 12-months from when they are granted.

Animal Boarding *

Animal boarding establishment licences last for 12-months from when they are granted.

Riding Establishment *

Riding establishment licences last for 12-months from when they are granted.

Dangerous Wild Animals *

Training Courses

CIEH Level 2 Award in Food Safety

CIEH Level 2 Award in Food Safety (Refresher)

Candidates must have completed the full CIEH Level 2 Award in Food Safety within the last three-years before they can attend the shorter refresher course.

Miscellaneous Charges

Letter confirming food business registration

Details of registered food businesses within East Herts are available electronically via the Food Hygiene Rating Scheme website.

Issue of a certificate following a businesses voluntary surrender of food

This fee is per hour or part of an hour that the Council spends supervising the surrender and/or disposal of food and the issuing of a certificate detailing the food which has been destroyed.  This fee does not include disposal costs; this must be paid separately. 

Food Export Certificate

This fee is per hour or part of an hour that the Council spends dealing with your case and the issuing of an export certificate.

Confirmation of empty home status for VAT reduction

Attendance at exhumations

This fee is per hour or part of an hour that the Council spends dealing with your case.

Fixed penalty for failure to belong to an approved redress scheme

A fixed penalty for letting agents who do not belong to an approved redress scheme.

HMO Licensing Fee

Licence for standard 5 bedroom HMO

This fee covers the cost of a standard HMO application where the landlord has applied to the Council without Council intervention. Additional charges apply for non-standard properties. 

Licence for standard 5 bedroom HMO

£1,148

This fee covers the cost of a standard HMO application where the landlord has applied to the Council only after Council intervention.  Additional charges apply for non-standard properties.

Renewal of HMO Licence

Private Water Supplies

Risk assessment (smaller supplies)

Up to £500.00

Smaller supplies are defined in the Private Water Supplies Regulations 2009.

Risk assessment (larger  supplies)

Up to £500.00

Larger supplies are defined in the Private Water Supplies Regulations 2009.

Water Sampling visit

£100.00

In addition to this fee, the cost of the analysis of the water sample must be added (see below)

Analysis Costs (for smaller supplies)

Analysis Costs (check monitoring)

Up to £100

This is for samples taken as part of a check monitoring visit.

Analysis Costs (audit Monitoring)

This is for samples taken as part of an audit monitoring visit.
