Puppy Farming

Request Description

Under the Freedom of Information Act 2000, please provide me with copies of the following: 

1. Council policy relating to pet shop puppy trading

2. A description of the process by which Council ensures pet shops do not sell puppies / dogs without informing you, either at the licence application / renewal stage or through variation in an existing licence

3. A description of the process by which Council addresses breaches of its policy on pet shop licenses

4. A description of any procedure in place to invite, field and address notifications of breaches of Council policy on puppy trading from the public.

5. If Council includes a minimum age for puppies at sale, a description of the method by which Council enforces this regulation

6. Copies of any additional documents which relate to puppy trading, including but not limited to:

·         position statements

·         press releases since 2010

·         operating plans and systems of work

·         risk assessments for licensing officers

·         pro forma / model letters used in the licensing process. 

7.      If not supplied otherwise, minutes of any committee meeting at which review of any of these documents has been discussed since 2010, or at which review of these documents has been proposed for the future.

1. Council policy relating to pet shop puppy trading - The Council has no formal policy on puppy trading.

2. A description of the process by which Council ensures pet shops do not sell puppies / dogs without informing you, either at the licence application / renewal stage or through variation in an existing licence.  Applicants are able to detail information on the application / renewal form.  Also through intelligence which may be received.

3. A description of the process by which Council addresses breaches of its policy on pet shop licenses.  We would be guided by our published enforcement policy, using enforcement actions provided within the Act.

4. A description of any procedure in place to invite, field and address notifications of breaches of Council policy on puppy trading from the public.  Complaints are reviewed by our Technical Officer or Environmental Health Officer and investigated.  Action would be taken in line with our enforcement policy.

5. If Council includes a minimum age for puppies at sale, a description of the method by which Council enforces this regulation. Currently follow the CIEH model standards.  We would review our position if anyone wants to start selling puppies.

6. Copies of any additional documents which relate to puppy trading, including but not limited to:

·   position statements

·   press releases since 2010

·   risk assessments for licensing officers
