Request Description

FOI request in respect of an entry on the council's spending discloser as follows:

Jeff Jones Photography 27/05/2015 £120.00 Chairman's Charity Deposits/Expenditure.  Please provide the following information:

1. What services were carried out for the above?

2. Is the company which was engaged for these services associated in any way with Councillor X and if so in what way?

3. If the company is associated with a district councillor, what was the processes followed by the council when engaging with this company for their services?

4. What is the Council's policy in respect of securing business services that are associated with a Councillor?

5. If the company is associated with Councillor X, is Councillor X required to declare his involvement given these services are for monetary gain and if so, has he declared his interests?  

Please provide copies of relevant information to support the answers to the questions above.

1. Photography of East Herts Council's Chairman's Civic Dinner in March 2015

2. Yes, one and the same person.

3. Mr Jones' services were engaged by the then Chairman of the Council (Roger Beeching) directly as part of his charity event (civic dinner).

4. Council's financial regulations etc provided the framework for service procurement.  These are available to view on the Council's web site.

5. Councillor Jones' Disclosable Pecuniary Interests are published on the Council's web site -he has declared his interest in "Jeff Jones Photography".

Council approves a budget for the Chairman's Civic function. The incumbent Chairman utilises this budget to support that function and also raise monies for their chosen charities. Orders for goods and services fall within the Council's financial regulation framework.
