Request Description

1.    Between 2013 and 2014 how many people applied to your local authority for Local Welfare Assistance?

2.       Between 2013 and 2014 how many of the people who applied for Local Welfare Assistance did so because sanctions had been imposed by the Job Centre relating to their Jobseekers Allowance or Employment and Support Allowance claim?

3.       Between 2013 and 2014 how many active Housing Benefit claims were you advised via DWP notification that the claimant had their JSA or ESA stopped as a result of a) a sanction, and b) a disentitlement?

 1] Local Welfare Assistance replaced the DWP crisis loan scheme and is administered by HCC - we are not aware of or involved in awards made under this scheme.

2] Local Welfare Assistance replaced the DWP crisis loan scheme and is administered by HCC - we are not aware of or involved in awards made under this scheme.

3] JSA and ESA sanctions are not routinely notified to us, and we have never been obliged to keep records of these, as they do not affect Housing Benefit or Council Tax Support calculations. These sanctioned benefits are called 'passported benefits' so the HB or CTS award that we pay would be the same if they are paid at full rate or nil rate due to the sanction. These sanctions are not recorded on our system so we would not be in a position to give statistics on them.
