Development on Green Belt land

I am currently trying to understand the apparent contradiction between;

- National government guidance/policy which states,  in broad terms, that there should be development in the green belt only  in 'exceptional circumstances' and that unmet housing demand does not constitute 'exceptional circumstances'

- The District Council's plans included in the draft LDF to develop greenbelt land to the north of Watton at Stone, apparently to meet otherwise unmet housing demand.

Will you please send me any documentation or other media which the council holds which sets out to explain, rationalise, resolve, discuss, seek a resolution to etc this apparent contradiction and any strategy the council has for dealing with the matter. I would also be particularly interested to have anything which attempts to explain the matter to council members and the public, any relevant exchanges with central government and anything which is particularly relevant to the situation at Watton at Stone.
