How many affordable homes which should have been provided through section 106 agreements were not built onsite (ie as part of the development relating to the section 106) due to commuted sums arrangements in the local authority area in:

Response

Value of commuted sums accepted in lieu of on site affordable housing provision. This information is in calendar years: 2011: nil, 2012: £190,000, 2013: £565,300, 2014: nil. 

It is not possible to answer the second question (how many affordable homes should have been provided).  This would depend on the particular circumstances of each of the sites and the bids submitted by affordable housing providers at the site. 

Third question (how much of the sums above has been re-invested in provision of new affordable homes) - nil as yet, but these sums remain within their 10 year "spend" lifespan.
