Sustainability Supplementary Planning Document (SPD) - Consultation

The Consultation on the Sustainability SPD is now closed.The Council is now considering the responses to the consultation and will make necessary changes to the draft Supplementary Planning Document (SPD) in due course. The Council aims to adopt the final SPD in early 2021. 

Buildings are responsible for almost half of UK carbon emissions and about a quarter of all raw materials used in the economy. The environmental performance of the built environment needs to improve and the design and construction of new development has a key role to play.  Planned growth for East Herts provides an exciting opportunity to create sustainable new development that contributes to national and local climate change targets.

The District Plan (2018) incorporates a suite of policies to help ensure that new development in the district reduces its environmental impact- minimising carbon emissions, flood risk, pollution and pressure on resources. The draft Sustainability SPD supports the implementation of these District Plan policies by providing technical guidance on sustainable design and construction to improve the environmental sustainability of new development in East Herts. It sets out detailed guidance on how schemes can both meet and exceed policy requirements across a range of topics:

  • Energy and carbon reduction

  • Biodiversity

  • Waste management
