Parking
Introduction
East Herts Council is responsible for the management of twenty-five car parks across the district and for the enforcement of most parking controls, both in car parks and on-street. This is referred to as 'Civil Parking Enforcement' (CPE). The council also operates a number of Resident Parking schemes.

- Car Parks
The Council runs car parks in Hertford, Bishop's Stortford, Ware, Sawbridgeworth, Stanstead Abbotts and Buntingford. These car parks operate on a Pay and Display system.
- Parking Smartcards - Cashless Payments for Parking
Parking Smartcards are a convenient alternative to carrying pockets full of change to pay for parking in East Herts car parks. The cards carry a cash equivalent value in an embedded microchip. Simply insert the card into the pay and display machine and press the "increment" button to select the tariff you wish to purchase.
- Blue Badges / Disabled Parking
East Herts car parks allow blue badge holders to park free of charge and without time limit in any bay. Many have dedicated blue badge bays for ease of access. The council also honours the roadside parking concessions carried by the Blue Badge across Europe. If you have a disabled parking badge from a country outside the European Union, please contact East Herts Parking Office for advice.
- Penalty Charge Notices
Penalty Charge Notices (PCNs) are issued on behalf of the council by Civil Enforcement Officers (CEOs). A PCN may be issued where a CEO believes a contravention of the Parking Restrictions has taken place. If you have received a PCN, it is important that you understand your rights and obligations.
- Parking Restrictions
Parking restrictions in East Herts are normally put in place by the County Council. Resident parking schemes and permitted parking areas are normally brought in by the District Council.
- Parking Dispensations
A dispensation may be granted to motorists needing to park a vehicle where parking restrictions are in operation. The rules when a dispensation may be granted are contained in documents known as Traffic Regulation Orders. In general terms, dispensations are granted only when the vehicle is an integral part of the works being carried out. For this reason dispensations are rarely granted to private motor vehicles
- Traffic Regulation Orders
Parking restrictions in the district, and the conditions of use of permitted parking areas, are defined in Traffic Regulation Orders. If a new restriction is introduced, a new Traffic Regulation Order must be created in order to give the restriction legal authority. Periodically, the various Orders are brought together under a single Consolidated Order. This removes the need to administer hundreds of individual Orders, and instead creates a single document in which they can all be recorded. Traffic Regulation Orders may be inspected at the Council's offices in Hertford and Bishop's Stortford and the Council is in the process of placing key Traffic Regulation Orders on-line.
- Resident Parking Schemes
Resident permit parking schemes were first introduced in East Herts in late 2005. These exist in areas, often near railway stations or town centres, which experience persistent parking problems with commuters, shoppers and others who do not live or have businesses on these primarily residential streets.
- Information and Reports
The council submits an annual report to the Department for Transport, showing statistics relating to the Enforcement of On-Street restrictions
