Bishop's Stortford Neighbourhood Plan for Silverleys and Meads

The Bishop's Stortford Neighbourhood Plan for Silverleys and Meads Wards has been developed by the Town Council. As of July 2015, the Neighbourhood Plan has been adopted following the due processes, including a referendum which took place early 2015. Further information on the plan can be found on this page.

Adoption of the Neighbourhood Plan

Following the decision at East Herts Council on the 29th July 2015, the neighbourhood plan has been formally 'adopted' and will be used as part of the East Herts development framework.

Neighbourhood Plan Referendum Result

On the 19th March 2015, the Bishop's Stortford Neighbourhood Plan for Silverleys and Meads Wards Referendum took place and has been voted on and approved by the residents of Silverleys and Meads Wards. With a turnout of 19.5% there was an overall 'yes' vote of 1,573.

All residents living within the Silverleys and Meads Wards were entitled to vote in response to the question "Do you want East Hertfordshire District Council to use the Neighbourhood Plan for Bishop's Stortford Silverleys and Meads Wards to help it decide planning applications in the neighbourhood area?"

The successful referendum ensures that the plan will be formally adopted by East Herts District Council and used by development management in the determination of future planning applications in the area. 

The plan will be adopted by East Herts District Council later on in year following the general elections. Further information will be provided on this page.

Neighbourhood Plan Examination

Following the consultation of the Bishop's Stortford Neighbourhood Plan for Silverleys and Meads Wards, East Herts District Council with agreement from the Town Council, appointed Mr Richard High as independent examiner of the plan. Having reviewed the content of the Neighbourhood Plan (see above) and the representations received as part of the consultation, it has been approved to proceed to Referendum. East Herts Council will review the Examiner's recommendations and make any necessary modifications to the Neighbourhood Plan. Once this has been agreed, East Herts will advertise the plan 28 days prior to the Referendum. East Herts will organise and arrange the Referendum in accordance with the Neighbourhood Planning Referendum Regulations.

Neighbourhood Plan Draft Submission and Consultation

Bishop's Stortford Town Council submitted their Neighbourhood Plan for Bishop's Stortford Silverleys and Meads to East Herts Council on the 22nd May 2014.

Subject Matter

The Neighbourhood Plan has been prepared in the context of the 2007 East Herts Local Plan and contains policies relating to Housing and Design; Green Infrastructure; Transport; Education; Health; Sport; Business and Employment. The Plan does not allocate any land for development.

East Herts Council carried out a consultation on the Neighbourhood Plan from 12th June 2014 to 24th July 2014 .

Neighbourhood Area Designation

The Silverleys and Meads Wards in Bishop's Stortford were declared a Neighbourhood Area by East Herts Council on the 9th July 2012.

Bishop's Stortford Town Council is the relevant body who applied for the Neighbourhood Area. The application to East Herts Council and map defining the Neighbourhood Area are available below.
