Open Space, Sport and Recreation Supplementary Planning Document Consultation DraftIntroductionThe Open Space Sport and Recreation Supplementary Planning Document (SPD) Consultation Draft is being made available for public inspection during the normal office hours at the East Herts Council Offices in Hertford and Bishop's Stortford. They are also available for public inspection at the offices of the Town Councils and libraries of the District. Representations on the SPD must be made on the provided Representation Form within the period between 2nd October 2008 and 5pm on 13th November 2008. This Supplementary Planning Document (SPD) sets out the Council's approach to the provision of open space, sport and recreation in conjunction with new housing and commercial development. This SPD details how the Local Plan policies for these topics will be implemented, and should be read in conjunction with the East Herts Local Plan Second Review 2007, Planning Obligations SPD October 2008 and other relevant planning guidance published by the Council. This SPD will also support the spatial policies that will be developed in the emerging Core Strategy, Site Allocations and Generic Development Control Development Plan Documents (DPDs). The Council views such provision as important to individual's health and wellbeing, and to the promotion of sustainable communities. New residential development places increased pressure on open space, sport and recreation provision within the District. Where new development occurs it is important that sufficient open space, sport and recreation provision is made to make proposals acceptable in land use planning terms. The Council's responsibility is to enable and co-ordinate the provision of these, to ensure that they are located in the right places, are of high quality, offer opportunities for biodiversity and are well maintained and managed to meet the needs of the community. |
