Introduction

East Herts Council commissioned Entec UK Ltd. to undertake a Housing Capacity Assessment and Edge of Settlement Assessment for the District.

It is a statutory requirement for local planning authorities to undertake urban housing capacity studies as part of the 'plan, monitor, and manage' approach in order to ensure that new homes are provided in the right place at the right time.

The Housing Capacity Assessment will form part of the evidence base to be used by local authorities to proactively manage the supply of housing land to 2021. The assessment should generate a realistic figure of the future housing capacity of East Herts District by assessing the developability and availability of each potential site. In line with draft Government Guidance, this assessment will form the basis or initial stage of an ongoing assessment of the District's housing capacity.

The Edge of Settlement Assessment will also form part of the evidence base for the Local Development Framework. The assessment identified a representative sample of different types of edge of settlement locations that may be suitable for further investigation as part of the plan making process.

It is envisaged that the assessments will feed into the Core Strategy and Allocations Development Planning Documents of the new Local Development Framework that is due to replace the Local Plan in 2010.

The Local Development Framework Executive Panel, held on 22nd November 2007, endorsed recommendation for the approval of both the Housing Capacity Assessment and Edge of Settlement Assessment. They will now need to be recommended for approval at a meeting of the Executive on 18th December and then finally approved at Full Council on 9th January.
